Vision

To elevate the role of women at the University of Kufa by supporting their active participation in academic and societal life, within a national framework that enhances their presence in the Iraqi national strategy. This strategy addresses five key pillars: economic, political, social, psychological, and environmental, in a manner that preserves their dignity, safeguards their rights, and activates their role in developing both the university community and the family.

Mission

The Women’s Affairs Division at the University of Kufa seeks to build a conscious academic environment that supports women scientifically and humanistically by introducing their legal and legislative rights, monitoring their needs, documenting their achievements, and addressing the challenges they face—including violence, blackmail, and harassment—while enhancing their role in raising future generations and expanding their contribution to sustainable human development.

Goals

1. Disseminate legal and legislative awareness related to women’s rights in academia through workshops in cooperation with relevant authorities.

2. Support and document female success stories in various fields of academic and community work.

3. Activate the five key areas (economic, political, social, psychological, environmental) through practical programs that strengthen women’s capacities.

4. Contribute to awareness and prevention programs against violence, blackmail, harassment, and discriminatory behaviors.

5. Strengthen women’s role in family leadership and instill values of human development and sound education.

6. Empower women in university decision-making by involving them in leadership and specialized committees.

7. Highlight women in university media and portray an authentic image of their efforts and accomplishments.

8. Raise awareness within the academic community regarding the status and role of women in social reform within a safe academic environment.

9. Implementation of the Third National Action Plan on Women, Peace, and Security, as part of the national commitment for the year 2025.

• Ministerial Order No. (14), dated 5/1/2021 – Issued by the Ministry of Higher Education regarding the establishment of the Women Empowerment Division

• Ministerial Order No. (479), dated 6/7/2021 – Directed to all universities to establish Women’s Affairs Divisions and Units within their organizational structures.

• Ministerial Decision No. (2509), dated 27/6/2022 – From the Ministry of Justice to enhance the role of women in state institutions.

• Iraq’s Third National Action Plan (2023–2030) – Issued by the General Secretariat of the Council of Ministers, addressing five primary themes: economic, political, social, psychological, and climate.

1. Policy on Women’s Education

The University of Kufa, in accordance with Article 34 of the 2005 Iraqi Constitution, supports women’s right to education by providing: A dedicated College of Education for Women with scientific and humanities departments, and female-only dormitories with appropriate facilities and supervision. The university ensures equal opportunities for female students in undergraduate and graduate studies, student activities, and study leaves/scholarships abroad.

2. Policy on Women's Employment and Workplace Rights

Women employed at the university fall under either the Civil Service Law No. 24 of 1960 (permanent staff) or the Labor Law No. 37 of 2015 (contractual and daily wage workers). Key rights include paid maternity leave, bereavement leave, optional unpaid leave for married women, and protection against night shifts or hazardous work for pregnant or nursing women.

3. Policy on Economic Empowerment

The university aligns with Iraq’s Women’s Economic Empowerment Plan (2021–2022) by organizing workshops, awareness campaigns, and collaborating with national and international civil society and private sector partners to integrate women into the labor market

4. Policy on Leadership Empowerment

The university enables women to hold leadership positions, such as deanships and department head roles, in accordance with Articles 14 and 16 of the Constitution, which ensure equality and equal opportunity without discrimination.

5. Policy on Social Empowerment

The university established a Women’s Affairs Committee in 2020 to support female staff and students, organize cultural and recreational events, and highlight literary and scientific talents. It also created an alumni network to support female graduates through product marketing events, ensuring a sustainable income source.
